Tim most breaker will interchange, but do you know if they are UL listed
to be excepted for those brands? will the inspector pass a breaker panel
full of off brand breakers? and what web page address did you get this
information? not conflicting, just trying to confirm you information.

Underwriters Laboratories hands out the UL White book to members of the
International Association of Electrical Inspectors (IAEI).
Information on the circuit breakers can be found in this directory.
All AHJ's should attend these IAEI meetings to update themselves with the constantly changing codes.
Although placing different brands of breakers
in a panel is as common as j-walking, it is
not recommended or endorsed by any AHJ or UL, unless it has been evaluated or tested. I would especially be concerned with ARC fault
breakers since there is an involvement with sensitive electronics.
There are situations which companies
have been bought out by others. When this happens, the subject breakers are evaluated
by the UL Engineering to make sure they conform to UL Standards in the new panel.
If accepted, then a cross listing is implemented.
