my toilet valve is ok but i get water around the toilet just a little

Dear sir,
Water continues to run into the cistern after flushing and filling. I have
been placing a small piece of wood under the arm with the ball, this lift
it slightly and stops the flow of water; this is working as a temporary
measure. The overflow pipe stems the overfill when i do not apply this.
What could be the problem?
I'm not sure if I'm having a flapper value issue. Recently y toilet seems
to a couple of times a day make a running sound for like 30 seconds.
However, it's not causing the toilet to flush or anything like that. Just
make a noice. Should I replace the flapper value?
