I live in CA and have a vacation home on a south facing beach and often travel the entire state. I know of no place where you can watch a sunrise OVER THE WATER....there is always a bit of land between the water and the sun. Of course the extreme is SF bay. Of course you can see a sunrise over water...but the Oakland hills are between the water and the sun. Your example of Dana Point also, in the photograph, shows a strip of land in front of the sun. It might be possible at the tip of Point Conception right at the winter solstice when the sun is at its furthest point south...though I doubt it. And to be on a beach??? Hmmm, and I see unicorns too.
