It's very hard to get the concrete piers level when you're looking for a maximum margin of error of no more than 1/8 inch. It's easy to get the wood posts within that margin of error using the optical level.

Pier Foundation Concrete Mix Tips

Tim Carter demonstrates how to mix DIY shed pier concrete the right way. You don't want to add too much water.

Adding too much water to where the concrete flows like water dilutes the amount of Portland cement in the mix and it makes the concrete WEAK.

Use a mortar hoe or small shovel in a wheelbarrow to mix the concrete.
